I just want to note that I believe this solution here worked.
Wasn't getting any combat music and then did the text file and whatnot and corrected the spelling mistakes. I'm not seeing a command actually trigger in the console when starting the game but combat music works now.
Because this mod alters a game setting you could most likely make an entry with Fo4Edit and have an esp file to do this. This would prevent users from typing "bat whatever" every time they load the game.
Alternatively there is a way to get the game to run a bat command at start every time by adding a line or two in the ini files. This would prevent the user from having to load another esp file.
Read some tutorials on Fo4edit. It's a really powerful and useful program, and doing something such as modifying a gamesetting (GMST) like what you need to do here is pretty simple.
Having said that the ini tweak would probably be more beneficial; users would need to edit their ini files on their own but would avoid having an extra esp file in their load order. I can't remember how to do it off the top of my head but I'm sure some research will show you the answer. Good luck.
You can also enable the .esp mod to be NMM activated. With is just being an .esp file in a .zip archive, NMM will automatically place it into the Data folder where it's supposed to be on installation.

Create "AutoExec.txt" in the Fallout 4 folder and add the following line in the Fallout4.ini under [General]
sStartingConsoleComman=bat AutoExec
Put "setgs fComabtMusicPlayerTargetedThreatRatio 1000" into the AutoExec.txt and save.
