Kind of fits in a big way. When confederacy broke out it was a bloody Civil War over ideology, principle and humanity... It's now 400 years past that conflict and USA is engulfed in another massive Civil War. The Minutemen, BOS, Enclave, Institute, NCR and Legion, all are Americans, all fight one another over ideology, principle and humanity.
Another way I see it, the outstandingly awesome historical fiction author Bernard Cornwell has a series of books called the Starbuck Chronicles, which is about a Boston Yankee named Nathaniel Starbuck who ends up fighting with the armies of Confederate Virginia.
That's not what a civil war is. A civil war is when a country breaks into war between two factions. The Minutemen, the BOS, the Institute, the NCR and the Legion are of American descent but they're not Americans, they're entirely new factions and beliefs. The only one that is truly still American would be the Enclave and even that's debatable.

Think about it now, if you look at 2023 Fallout Miami teaser confederate states who wanted to keep slavery alive would make sense in fallout miami because at some point there was a sign saying "Slaves 4 sale"
Im not from the south but in my time in the southern US these people have been so nice and I treat hospitality with hospitality much respect to the south
