For people who want to build vendors without the Charisma wall.

When I was playing my low Charisma character, I've run into a problem; Even the smallest vendors are locked behind a charisma and perk wall, which I need to spend a lot of level just to gain access to something as small as vendors, when I don't want to play as a charismatic character.
This mod lowers the perk requirements you need to build vendors. Now you can build tier 1 vendors right away without any perk requirements, and you now need Local Leader Level 1 to build tier 2 vendors, which costs more caps but also yields more caps per day. As for the tier 3 vendors? They still require Local Leader Level 2 and another perk to build.
Now, if I only I could make a mod about establishing supply lines without perks.
