Fantastic Idea! But may I make a suggestion for future implementation, if it's possible? Remote provisioner reassignment and control. There's already a mod or two that lets you -track- your provisioners so you can find them out in the wastes, but that isn't very useful really. You need to be within the bounds of a settlement to move them or reassign them, and many of the provisioner AI routes don't even cross settlement borders, they just stop short, then turn around and head out again, and almost never hang out in the town itself.
I suggest a mod, perhaps it's own standalone item, or maybe an addition to the computer controls of the game (accessible either through the buildable miscellaneous computer terminal, or the computer terminal for the eyebot pod in Automatron, which can access all standard computer functions) that lets you reassign provisioners remotely. It'd also ensure you never reassign the wrong one, because each settlement would have it's own provisioner list.
Easiest (or at least simplest and most sensible to use in game, not necessarily easiest to make) implementation I can think of is to make a craftable radio transceiver, with a really big antenna or something, and a power conduit that can let you connect it to the power grid.. attached computer consoles will be able to access the radio transceiver, and issue commands. Alternately, simply 'using' the transceiver can give you access to a menu, but I like the computer option better, more immersive.
In this way, if you need to reroute provisioners to accommodate new settlements and incorporate them into sensible trade routes to make nice neat trade route maps that don't look like a cluster[BLEEP] and which don't simply all go to sanctuary, you can just use the transceiver rather than wait for provisioners to show, hope they actually come into the town and stick around long enough to manipulate, and not have to go through the supply line and move menus looking for the settlement that's missing just to figure out where they're from let alone reassign them. Or find them in the wastes then use player-moveto console commands to move them into a settlement to reassign (and they quickly start to walk away again anyway)
I figure it'd be a settlement utility similar to the town bell! FInd your settlers fast to reassign, why not provisioners too?
For example you in a Finch Farm and there is four provisioners in front of you, you want reroute one to another place, you click on him on workshop mode, choose new destination and then kinda like "D'Oh! Wrong provisioner!", press F9, choose another provisioner and again "D'Oh!", F9, and again, and probably again. To prevent this situation happen all the time you make assignment list, rename it to whatever you want, a route name probably will make sence, and give it to provisioner. Now you can open provisioner inventory and look from which settlement this provisioner and where he goes.
