This is a perfect example of (I guess I'm speaking for myself here) getting so caught up with modding that I forgot it was a vanilla feature. Good job Bethesda!

I can confirm PA can be stolen by shooting (and destroying) the Fusion Core, VATS even shows it as one of the options.
I stole the one from the raider on the boat under the bridge before Diamond City, it does show as stolen which is annoying.

I currently got 6 PA Frames just from Exploring, without stealing or buying any. There are at least 2 more I could buy from vendors and I already left 2 more in the world, because I just took the PA Modules and couldn't be bothered to bring the frame back home. So I could easily have 10 PAs, without stealing any from NPCs, so I don't really see the need for this.
But still appreciate you sharing this, thanks for that.

its a good thing to know but i am in the same boat at somewhere around 16 PA frames, with mostly complete sets of armor on them. the ones you buy from Arturo and Teagon can be bought againa fter the first (or at least arturo's can). Cant be sureif you can buy more after the 2nd one though.

You can continually buy from them and the robot vendor in Goodneighbor, probably other vendors too, while this isn't necessary it becomes very handy having power armored guards in settlements once you have all 30 of them captured, each settlement of mine usually has at least 6 guards, so you do the math on how much power armour is needed for that...

Well, I don't have any Settlers as guards, just a bunch of turrets...those usually handle everything just fine for me, so I only need a couple of PAs, but if you need more for your playstyle, more Power (armor frames) to you!
I was just sharing my view why I personally don't need it...

yeah there are a ton of fusion cores spread out throughout the game. I'm not going to say where to get them, as that's my preference on how I play, explore the s#*! out of the game, and then on a 2nd run through, read up on some tips, be a little bit more efficient in how I go about getting perks, magazines, cores, best gear I want etc.
I'm trying out the exploit (or bug as its so called here) and see about getting a PF. I explored and have 2 so far. a 3rd one coming up which will be the one I steal. Right now I have 26 Fusion cores. I've used up probably 5 or 6 so far. But I don't use my PA all the time. Only when I head somewhere knew I haven't cleared.

If I need to get out of my PA and fear someone stealing the armor, I always take my Fusion Core out. even when it sits in sanctuary and I'm just heading to diamond city for shopping or going to my towns to build.
My first run through which i am still playing is using the Nuclear Physicist perk which cuts down on the limit those cores have. If you don't get the perks you're looking at 1 fusion core per dungeon or quest.

Well, in addition to the one from the Main Questline, I know at least 3 Power Armor Frames you can get with little to no Opposition, all in the nothern quarter of the map, and a bunch of others further down the map. I won't spoil the exact locations, but once you know what you are looking for, it's quite easy to find a bunch of them. I'm currently lvl42 and have around 65-7ßish Fusion Cores, though I only rarely use my PA...Usually I only use it for awesom rad-protection...Still a bit bummed, though that wearing a hazmat suit inside the PA doesn't seem to have any effects on rad resistance, though...^^

i just encountered this, i kill a group of raiders, with 1 of them in PA, i shot it's core, it exploded, and she eject from the PA, then i finished her.

now, the functioning PA stand idle there, and the only option I have is to "steal" it....

      does this make sense?

What about a scripted menu that pops up when you go to loot a power-armored enemy (perhaps it will make it so, when a npc spawns with power armor, they have a hidden item on them, and on death it becomes visible). Taking the item brings up a menu and allows you to try to scavenge the exoskeleton [scavenge attempt success rate based on perks?]. If you succeed, it will place a usable exoskeleton [nearby? At your feet?] and move the power armor pieces onto it from the body, and remove the 'unusuable' exoskeleton from the dead npcs inventory (that we normally cannot interact with anyway). If we fail, it will instead give us some salvage (some crafting parts [perhaps better salvage with better perks?]).

You know what I wish Bethesda did instead?
    Pacify Enemy>Command Enemy>Talk>Exit Power Armour
just like your companions, but with the intimidation perk on enemies
    or alternatively
Kill enemy in power armour>[activate armour]>armour stands up>[remove body]>armour opens up, corpse falls out>[enter armour]
    or alternatively alternatively
crit hit with laser disentregrates user but armour stays standing and freshly emptied

For now, the closest thing is
Pacify enemy> DO NOT COMMAND THEM>walk around back>[quicksave]>easy pickpocket opportunity(they're standing completely still and non hostile)
doing this will make the enemy hostile again, so you might want to pick his ammo and weapons afterwards. If you successfully picked his power core, hell' be getting out of the power armor either way

There is at least one youtube video that shows how to get 12 of the free PA frames, and one of them is just east for Sanctuary. But the concept of the mod would be great if Bethesda had gone the other way with the PA Frames.

honestly, I stopepd reading this. as nice as it would be to loot PA frames, that much effort could just as easily be used to get caps and buy a new frame from Teagon on the Prydwen or Arturo in Diamond City.

Besides that, without the 3 that i have bopught i have enoughf rames just from exploring to have a power armor for each non-farm sttlement AND

    *SPOILERS BELOW*

have enough left over for each human companion (other than Danse) to have a set INCLUDING Curie who i had no idea could get to the point of wearing one.

Yeah, that's kind of what we thought this mod was dude. There's no need for this mod to even be here, it isn't a mod, it's you explaining 'how to use console to take 'stolen' tags off stuff' in broken-English.

If your at the point of story where the BOS airship comes in, all you have to do is shoot the fusion core a few times and it'll blow up. Making the NPC get out of it. Best thing is, the BOS wont attack you, as long as you do a few mission for the members at the Police station.
Heres a video on it all I found.

each time i shoot the FCore it blown off and killed the guy~~~~ that was my problem and shooting the FCore means you have to get to the back side of the NPC in the combat and that is bit troubling for my glass cannon charector lol
