Sure, blame a mod-author for a limitation bethesda made. There is no animation for males doing dishes in Fallout 4 as that animation is ONLY used in ONE place(The memory sequence) ONCE BY A FEMALE! This means that if a male is assigned to do that animation the game will just put him in a T-pose or bug the hell out. But sure, be ignorant and blame the mod authors for that.
Fallout does not necessarily follow the 1950s attitudes toward everything, even before the war, let alone after it. I really wish people would stop saying that and spreading misinformation! If it did follow the 1950s completely, there would not be women fighting in anchorage, whcih there were, and there would not have been racially integrated housing housing in Sanctuary Hills before the war. Those are just two examples. There are many other examples that show that attitudes, especially towards sex and race progressed significantly between 1950 and 2077 in Fallout's world.
After the war, most groups are not very influenced by 1950s culture at all. The Children of Atom, the Brotherhood of Steel, the Pitt Raiders, Caesar's Legion, New Canaan, the Zion Tribes, Swamp-folk, Nuka World Raiders, the Three Families, the Great Khans, and the Institute are all groups who have different cultural attitudes than those of prewar Americans. Even the NCR, the Enclave, and the Minutemen have different ideas about society than prewar Americans did. The only people you are likely to encounter who might hold prewar attitudes are old ghouls, and a few uncommon groups like the Andale Cannibals (again, not quite, since CANNIBALS) or the Pillars of the Community (who are con artists).
Having said all this about the lore of the Fallout setting, I am nonetheless 99% sure that the author is not being sexist, but rather is being limited by the lack of animations in the game. Let's not give them a hard time about it!

Just saying, before people get super offended over nothing. I'm pretty sure its the animation that plays in Kelloggs memory with his girl, when theyre in the kitchen. Thats why its assigned to the female model.
The author might not have intended to be offensive. His English is limited. I think German74 hit the nail on the head and since the animation was made for a female in Kellog's memories, there might not be any way to assign it to males with the current lack of the Creation Kit. It might just be the author's way to give a heads up in case anyone noticed only the females in your settlement are using it.

I was not able to find the KEYWORD that male characters can also be used .
