      the outfit? lol probably not, unless there is PC head tracking for Fallout 4, then you could give your player character the voice lines

      The suit in Old World Blues talks if you enter/exit stealth and tells you if you still have enough stimpacks iirc
      
      Is that not possible in 4?

      if you have the converter and new vegas install so you can copy the voice line over for the armor
