Several perks have been renamed and re-balanced to make them more viable.
New Perks have been added (can only be accessed by using the LevelUpMenuEx mod).
Additionally some (vanilla and OG bugs) from those perks have been fixed. This list is not complete, it only gives an overview.

Strength

• Armorer: Is now required to repair Power Armor and craft ballistic weave
  

• Duck 'n Cover: Adjusted damage reduction from explosions
• Sniper: Reverted back to vanilla as the OG FROST version of the perk had a bug
• Pickpocket: Has been renamed to scoundrel. Allows to recruit special settlers and to built certain settlement objects.
• Refractor: The Perception requirement of the perk was lowered
• Locksmith: Instead of making lockpicks unbrekable, you find more bobby pins
  

• Adamantium Skeleton: doesn't provide full immunity against limb damage anymore
• Cannibal: Restores less health
• Solar Powered: Has been renamed to "Day Walker".
  

• Lady Killer: Do more damage to women then in the vanilla game
• Black Widow: Male NPCs do 25% less damage.
• K9 Trainer: Enabled more ranks of the perk with more effects. Allows to craft a grenade that attracts nearby dogs.
• Party Boy: Doesn't ptrovide full alcohol addiction immunity anymore
• Intimidation: Has been overhauled a lot to make intimidation more realistic. NPCs can now be cuffed, sent away, interrogated or be your slave with a nice little explosive collar.
• Lone Wanderer: Allows to craft portabel craftign stations. You can own Settlements, but you can not use the Settlement menu.
  

• VANS: Has been renamed to Dr. S. Yringer. It let's the player find more Syringes on killed enemies
• Nerd Rage: Can only trigger in combat and has a 10 Minute Cooldown
  

• Gunslinger: Affects the accuracy of non-automatic shotguns and pistols. Shotguns have a higher chance to cripple NPCs. Laser/plasma weapons with a beam splitter count as shotguns as well. Other accuracy perks like Commando and Riflemen have also been adjusted a bit.
  

• Ricochet: Melee attacks can ricochet to the enemy as well, instantly killing them
