I had been using Move (Get Out the Way) to help prevent settlers from blocking doors and stairs.  Since installing  Crime and Punishment and SKK Workshop Ownership Utilities this functionality looks to have stopped working.  So I created two add on mods (in optional files here), one for each of these fine mods.  The add on mods add a distance check to the settler dialogs and implement faster reaction time when a settler is bumped by the player.  If you are under 75 units from a settler, the respective C&P, SKK Workshop dialogs do not display.  I believe the dialog was holding the settler focus.  With the patch mods installed, the settlers now seem to  move (for the most part) when bumped.   This was never a perfect solution to begin with, but worked for the most part.

There is sometimes a delay before a settler will move when bumped (may be related to the number of settlers the processes must manage).  If the settler doesn't move it is sometimes necessary to backup then bump them again.  Using the mod referenced below to P)ush them out of the way might work even better.

Neither of my patch mods have been extensively tested; if they cause issues they should be safe to remove as they only modify settings. 
Nothing is added to the game / no scripts used.

If using both of the above mentioned mods,  C&P and SKK Workshop, then you should install both patch mods (esl flagged so they should not count against your load order.)

These patch mods look to restore compatibility with Get Out Of My Face (Push Away Companions and NPCs) which allows you to push settlers/companions out of the way. When using this mod, the P)ush dialog should be offered when the player is within 75 units of the settler and the normal dialogs offered if the player is greater than 75 units from the settler.
