Fallout 4

There is several ways to do it, and I will explain two of them.

First, go into the database menu and select "Fast Import"

You will see this window :

Don't forget to select the right encoding for the language you will analyse ! (not useful for fallout 4, because it always use UTF-8)
Then Click on "Add a Mod file /xml file", and select one or more MOD files.
If you select multiple mod, you will have this window :

It allows you to choose the order in which the mod will be treated. (via the arrows or drag and drop)

Click OK

You will then see this window :

Here, you will be able to choose on which column of the window the mod will go. You can check the "remember selection", and all the files will go on the same column. Let's do that.
Then click on "original"

The mods are analysed, and if there is different language, the tool will ask you which to use. Let's fo for English

Once it's done, Do it again !! But this time, select the button "Translated" (and another language)

Now, you will see your future database. But sometimes, all lines are not fully complete (if a line exists in english but not in french for example). So before Creating the file, click on "Purge incomplete entries".

Once this is done, simply click on Create a New database.
Select the type and the filename, And it's over.

Now for the second way :

Instead of using mod, we will use xml.
Let say you have an English/Russian database, and you want a Russian/English database.

Load it using the "add a mod file / xml file" button.
You will have this :

Now, you want the russian to go on the original column, so we select import the column translated into the original column.

Then, we do it again, but we import the original column into the translated column.
We can now save.

That's it !

What I do personnaly : I just analyse games files, and create a database with only original column. So I have a Skyrim_EN, Skyrim_FR... And then, I use the xml things to import first file original column in original column, and second file original column into translated column.

Of course, you can create databases from mods, saved xml translation...

I hope I was understandable.

Cheers !
