Patchnotes of the update 3.0.9a, released on the 11st of August 2021.

-- Part I: Perks --

- The perks Damage and values overhaul (Normal) and (Survival) have been completely deleted from the game, this also includes the books giving these perks.

The reason for this is simple: the (Survival) version has already been removed from the game several updates ago, and didn't serve any purpose anymore, and, after a thorough investigation and numerous tests, it appeared that the (Normal) version was completely bugged and irrepareable.
The core of the problem is that the numbers (damage done, damage taken, experience gained) in game did not correspond to the values present in the data, and were rendering the game much harder than intended, without giving me any answer as to why this issue exists in the first place; to explain the issue more simply, here is an example directly taken from my experimentations:

- Without the perk, a Radstag needed to be hit 10 times with a 10mm pistol to be killed,
With the perk, this number should have been reduced to 8 hits, because the perk increases the damage done to Radstags by 25%.
But, with the perk, the required amount of shots to kill the same Radstag was jumping from 10 to 30.
In the same way, the experience gained for the death of a Radstag was normally reduced by 35%, but, it was in fact increased by 100%.

The numerous testing I have conducted, following doubts and suspicions I felt throughout the months, have so led me to realize that this perk decidely didn't work as intended, even though the technical data were flawless.

So, I deleted these perks, and when I mean deleted, I really mean it: usually, in a patchnote, when I say "X has been removed from the game", it generally means that said X has been rendered inoperant and has been hidden from the player, but it still exists within the mod data.
Here, when I say it was deleted, it means exactly that: all trace of these perks have been completely erased from the mod data, which also means that these perks have been retroactively removed from the characters who already had them prior to installing the update, but since said perks were completely bugged, this can only be a good thing.

Anyway, I replaced these perks by a collection of new perks, reproducing the effects of the old version, but dividing its functions by categories, on top of adding the corresponding books.
Thus, the Game changer perks chest now contains the entire book collection, that you can choose to take as you wish and create combinations that suit your needs; or you can decide to take everything without worry, as my tests have shown that this time, everything works exactly as intended and without any issues.

The perks will explicitely indicate in their description what kind of enemies they are affecting.

The information contained within the damage and value overhaul compendium have not been changed and can be safely relied upon.

Note that if the chest doesn't contain the books, you can target it and enter the console command: recycleactor

Also, take note that to avoid a too large negative impact on the player's progression, characters who possess the variant (Deathclaws) of the perk, and who are below the level 16 will deal bonus damage to the Deathclaw in Concord; however, keep in mind that the increased damage taken and the experience bonus brought by the perk remain unchanged.
