This guide assumes you have experience with modding and xedit.
Please don't try and follow this guide without any knowledge of what you're doing.
Please note, this is only how to change the recoil values in general. attachments will add, subtract or multiply the values below. This should usually be fine, but if the mod author has done some obtuse values it may result in unintended recoil behaviour.

Step 1: open up fo4edit with the "Recoil Overhaul.esp" and ALL esp's for the weapon you want to patch.
Step 2: in the esp's you want to patch, look for "Aim Model" If it doesn't exist no patch is needed.
Step 3: In the aim model section, look for the weapon you want to change. It should look like this.
DNAM - Data
Cone of Fire - Min Angle | x.xxxxxx | x.xxxxxx
Cone of Fire - Max Angle | x.xxxxxx | x.xxxxxx
Cone of Fire - Increase Per Shot | x.xxxxxx | x.xxxxxx

Step 4: Here's what you should change in your patch. again, please know what you're doing.
These values are x.xxxxxx to x.xxxxxx the value in the middle is what I recommend, but those values are safe to use depending on your own preferences. e.g 12.000000 to 14.000000 My recommendation would be 13.000000.
For Assault rifles
For a vertical recoil pattern (AK style)
Recoil Diminish spring force: 60.000000 to 100.000000 (Higher means faster recovery time when you stop shooting)
Recoil min per shot: 3.750000 to 6.000000 (Higher means more aggressive recoil)
Recoil max per shot: 4.250000 to 6.500000 (Higher means more aggressive recoil)
Runaway Recoil Shots: 1.000000 to 3.000000 (How many shots before max per shot takes over)
Recoil Arc: 38.000000 to 52.000000 (Higher = more horizontal kick)
Recoil Arc Rotate: 12.000000 to 14.000000 (Lower = smoother turns in your recoil pattern)
For a messy recoil pattern
Recoil Diminish spring force: 60.000000 to 100.000000
Recoil min per shot: 3.000000 to 5.000000
Recoil max per shot: 3.500000 to 5.500000
Runaway Recoil Shots: 1.000000 to 5.000000
Recoil Arc: 180.000000 to 180.000000
Recoil Arc Rotate: 12.000000 to 14.000000
For Shotguns
Double barrel
Recoil Diminish spring force: 40.000000 to 80.000000
Recoil min per shot: 14.000000 to 16.000000
Recoil max per shot: 15.000000 to 17.000000
