Thank you for this, most of my character skills went down a lot lately cause of some mod and the only way to get those values back were loading an old game, but now I don't need to play the same parts again.
I am running 64-bit Vista and got an error every time I clicked save. Try the following steps and see if it fixes anything.
1.) extract the file to your Fallout 3 installation Folder
2.) right-click, and select run as administrator.
It is also worth noting that this program does not take into consideration bobbleheads either. I set my luck to 6 in FCE, and it ended up as 8 after I typed in test bac in the console command. I have the luck bobblehead and the lucky 8 ball.
Also, to those who make disparaging comments to the author, keep in mind this is a beta version.
To those who wish to edit perks, the commands are as follows:
A list of perks is Here. A list of additional console commands is here.
@ i8246i - A little civility would be nice. It's a one letter error. I didn't have to extract it to my installation folder either. There is one typo in the text file also that doesn't allow you to get the "caps".It has one to many zeros. All you have to do is go into the (default location) Program Files/Bethesda Softworks/ Fallout 3 and find the "test.txt" and delete the zero yourself.

It worked like a charm.
