FINALLY !!! Someone has fixed this stupid calculation of hit chance using VATS at great distances. I had perception of 10 points, patch 1.7 and was wondering "what the hell" ? My perception is at max and I'm unable to hit at almost nothing with a sniper rifle 100% condition and small arms 100 using, vats system. Maybe the hit chance is too big at too great distances, but from the other side we don't have any more stupid calculations having a big perception and 100% weapon type skills.
I wonder if this mod affects your vats accuracy in melee as well. I should hope not, but I could see it bleeding over. I'm rather new to modding in general so I'm not entirely certain how all the stats in the geck play together.
I will definitely check this out. Perception, as well as agility I think, should definitely have an effect on ranged vats.

Re-edit: Well I've been playing with this for a little while now and I must say that this completely unbalances gameplay in my opinion. My lvl 12 energy weapons character with 9 perception and small guns 08 (yes, eight points), is pulling off 80%+ head shots on humanoids down the full length of the RC flight deck with a hunting rifle in poor condition.
Obviously it could be a number of things playing oddly together like various mods and whatnot so I'm definitely not going to rate down, this definitely does what it says but I think it might be a bit excessive. =) Regardless, it is a bit of shameless fun sniping raiders from ungodly distances with a basic laser pistol, so 4/5 stars for the mod. =D
Having played Fallout 1 & 2, I was fooled into thinking that a Perception of 10 would make me a sniper God in F3. I was disappointed when it didn't. This changes that. Thanks
@wdog Sorry for the late reply. The idea was to get an "average" perception of 5 to be as close to vanilla settings as possible without rewarding a 10 too much.
I wasn't worried a whole lot about the lower end being too punishing since in a way the point is that if your perception is so low you should be playing as a melee oriented character anyway!
I mean, feel free to alter the mod however you wish and/or upload your own version.
Shouldn't be a problem. It only screws with one variable, and that variable is "VatsDistanceRatio" which is why you're downloading the mod to begin with.
XFO's chances affect spread, which also changes accuracy percentages but in a completely different way that runs in tandem with this mod.
hmmm, i am extremly intrigued as i too miss the old school perception modifiers and what they did. i worry though that this will cause all kinds of hell with mods that affect gameplay, i use XFO for instance, and others like FWE i'm sure. please though, stay on this! keep up the good work ^_^
FYI if anyone can think of a better formula for this than DistanceRatio = (5/Perception)+1 I'd like to hear it.
Vanilla distance ratio is 2.0, so it should probably land on 5. Lower is more accurate (A distance ratio of 0 means distance isn't taken into account at all)
