More realistic reason for Talon and/or Regulators hunting you.

I goofed, sorry to those of you who already downloaded the bad file.
In a world filled with Slavers, Raiders, Lawyers (OK lawyers not so much), it never made sense to me that the Regulators would take such a major interest in me just because I was "evil" nor for anyone to shell out a wad of caps to have me killed because I was "good".
So I changed the required check to "Very Evil" and "Very Good". P*** off enough people like that and I can see why I'd have a price on my head.
I also changed the level requirement from 6 to 3 because I think if you hit the extremes that soon, you can handle the threat (or because I'm a SOB, take your pick).
Conflicts:
Unless you have a mod that changes the regulator/talon FF checks, shouldn't be any. At the very least, I haven't found any yet.
Install:
Open the .7z file extract the esp to your data folder and activate it however you like.
Uninstall:
Delete the esp.
