Have to agree with antistar on this one. Yes ghouls need water, but since they're not affected by the rads they have no problem drinking 'dirty water'.
In Fallout 1 there was a set of side quests where you could repair the Necropolis (Ghoul city) water pump. When you take their Vault Water Chip the ending depended on if you had repaired their water pumping plant first.
If you took the chip without repairing the pump the city became a "true city of the dead". If you picked to repair the pump they became a trade community that sold tech goods to the surrounding human settlements. (Personally I let the abominations dehydrate) So yes Ghouls need water just like us.
I believe ghouls in Fallout still need water - but they are basically unaffected by radiation. Since the water beggars specifically ask for water that is not irradiated, saying they're suffering from radiation poisoning because of it, this mod sort of... doesn't make sense, lore-wise.
