Glad to see some of the positive comments here. I mean, that's fine if you don't think SH fits with The Pitt, but as far as the actual mod goes, it does exactly what it says it does.

It's okay for a Weather mod, and I don't agree that this fits in with the Wastelands, especially the Pitt, which is a prosperous industrial center with huge mines.
However, if there was a Silent Hill conversion to go along with this, it wouldn't be half bad. A few things are missing, including the falling ash, but it's all good. 7/10 Okay in my opinion.

I feel that The Pitt is perfect for the "Silent Hill" atmosphere...
If you think about it, those areas, look similar to some of the areas of SH.
