If you load it up in FO3Edit I believe the game setting 00014B68 iCombatDismemberPartChance is the one and this mod changes it from 50 to 5 there are quite a few other edits like that in here and as stated by other posts this also changes

fMoveNoWeaponMult to 1.3 from 1.1 Increases movespeed with weapon put away
      fPlayerPipBoyLightTimer to 0.5
      fBloodSplatterCountBase to 0
      fMoveSwimWalkBase to 0.2
      fMoveSwimRunBase to 0.3
fCombatPlayerLimbDamageMult Player limb damage increased from Vanilla 50% to 66% or .5 to .66 I think
iCombatExplodePartChance to 5 from 75 or chance to blow an NPC into chunks reduced from 75% to 5% I think
      fAutoDoorActivateDistance to 100

Now I don't know exactly what these do but I'm 90% certain that they don't have anything to do with combat AI but make edits at your own peril also I'm fairly certain that the v2 of this mod removed the jump height increase as I cant find anything and I seem to jump the same with or without the mod. Alot of these changes I assume are GECK only as they dont have a FormID or EditorID in the Fallout3.esm so its hard to tell if these are changes or new values.

Just to be clear I'm not hating on this mod its amazing and truly was ahead of its time I can only imagine how much work went into finetuning these settings and frankly I don't know why this wasn't done by Bethesda lol

Also this mod changes fDistanceProjectileExplosionDetection to 1200 so if you are using Simple Realism v4 by phoenix0113 then load this lower to get the change from 400

This mod changes the setting fMoveNoWeaponMult from 1.1 to 1.3 meaning that you will run slightly faster with a weapon holstered. The fix for this normally requires the G.E.C.K to change but if you don't want to use that you can change it with FO3Edit which I assume most modders will have.

    1. Enter FO3Edit and double click the Combat Enhanced-Tactics.esp to load it.
    2. Once loaded, expand the Combat Enhanced-Tactics.esp in the left panel by clicking the plus sign beside its name.
    3. Do the same to the Game Setting option and expand it.
    4. Find the tweak titled fMoveNoWeaponMult and click on it once.
    5. Find the section titled DATA - Value in the right panel and edit it from 1.300000 to 1.1
    6. Close FO3Edit and make sure the the Combat Enhanced-Tactics.esp is checked before clicking 'Ok"
    7. Do the exact same for the Combat Enhanced-Package v02.esp that is done for the Combat Enhanced-Tactics.esp

Could someone please send me a version with this edited value. I play on Steam Deck and don't want to have to install FO3Edit.

vortex seems to install this incorrectly.  i was getting a non standard crash that only said that the program attempted to terminate itself an in unusual way, and it seemed to be tied to drawing aggro from a particular npc in a raider den.  i think it was the boss raider.

Hey guys! For anyone wondering this mod changes things on Fallout Wanderers Edition. FWE already have a AI Improvement. It messes and conflicts with everything.

Why does every single enemy AI mod ever made for Fallout 3 in 13 years have to also edit a bunch of unnecessary bulls***??
Increased jump height? Uh?? I just want enemies to not charge at me, that was it...
I'm so on the fence about using this... Some of it really seems cool and some of it is f***ing stupid...
