This helmet has one unpleasant problem. When you run or look down, up and while swimming in first person view, helmet model constantly staggers in front of your eyes, blocking the view.How to fix it?
If you want a Bioshock big sister appearance just use it with a tight fitting full body leather armor. And I easily changed glass to red for personal use (Not Distribution!)
Not to be a skeptic, but does the water-breathing actually work? I'd be really surprised if such a unique and valuable mod to Fallout 3 (essentially the rebreather from New Vegas) wouldn't have several hundred endorsements...
Yeah, water breathing does work in this game, anything is really possible with the coding of these games, as they are pretty much the same engine wise.
Water breathing is fairly simple to integrate into a mod, it literally takes like two or three "steps" in the GECK I suppose you could say. This mod is real, and it's a great one.

i wondering is it possible to script a pair of weighted boots that disable swimming animations and reduce movement speed so that you can walk along the bottom realisticly?

You can easily install it's meshes and textures and then through the geck add it to Fallout 3
Also, if you have the Pitt dlc, just use the miner armor
