Not a bad idea, thanks for sharing, but I think it's incorrect to simply call this a bug, it's more a quirk or game limitation. The vanilla one isn't bugged. This is a (little bit) like the pipboy issue where the game gives you back your pipboy when you exit a simulation and this causes problems with mods that change the pipboy. There's no "bug" as such - thee game just wasn't designed with such mods in mind is all.
BTW, thank you guys so much for the amazing and kind support over the years. I never thought this mod would be so popular. It's been in much bigger projects since, but it was just a small labor of love. You guys rocks a girl's world. :)
I didn't try if that could help, but found after some research some "procedures" in G.E.C.K. that call these two textures.
In World Objects\Climate there are several climates (not all) that have the texture path ..\Sky\Sun.dds and ..\Sky\Sunglare.dds. Which one could edit. So installing this mod's textures in a different path, e.g. ..\textures\sky\ASG\… and creating then an ESP, where all those climates are given the new path, this could help, I think.

For those who have noticed that this mod's customized sun glare disappears when you enter an interior cell and then go back outside:
This appears to be a flaw with the Fallout game engine itself and is probably unfixable in a mod. The problem is the game stubbornly insists on loading the default sunglare.dds texture instead of the one in this mod. Possible workarounds I've seen mentioned include:
1. Save the game and reload. 2. Enter "cal" (clear adapted light) in the console (without the quotation marks, of course).
If neither of those two workarounds work (they don't for me) then try this one I discovered:
3. Enter "rcc" (reload current climate) in the console.
This is the one that works in my game. In theory "rcw" (reload current weather) should also work but it crashes my game instantly when I try it.
Probably the best solution is the one mentioned by Hattix a page back which is to "replace sunglare.dds *in the BSA archive* with this one." Unfortunately Hattix didn't explain how to go about doing this. If I get around to doing it, and am successful, I will post the procedure here.
For some reason, whenever I exit an interior cell I lose the beautiful sun-beams from this mod, in fact I think this happens to any sun mod that I have tried. If I load a game in an interior cell and exit I am fine, but if I re-enter an interior cell and then exit...the sun-beams are gone.
I am at a total lose on this one...I have some of the weirdest problems I tell you! I cannot find a single person that has reported this problem, and I have scoured the NET....

Maybe a video card driver issue???
Sunglares are gone when i enter a interior.
