From the readme: High tech weapons and armor now require "repair packs" to fix. These are can be assembled by scrapping similar pieces of equipment (scrapping Tesla Armor produces enough parts to create one kit that can repair a similar suit) once the proper schematic has been found.
To me, it didn't make much sense to lug around three or four suits of armor and be able to simply "fix" certain pieces of equipment on the fly given how advanced they were so this was my solution. The packs are also lighter to carry, reflecting that you didn't need to fix the entire suit...only the parts that needed to be repaired and allowing you to bulk up on these before heading out.
