Outside Megaton is a very big place filled with rocks, Since you have chosen not to give its location or show pictures I must assume it is very obvious and directly outside the entrance.
As I cannot find it (and i have searched well) then all I can conclude is that it doesn't work therefore I am giving it a rating of 1
A 1 is a very poor rating from someone who seems to not be able to install a mod properly. I can't do it right so its the mod makers fault? A much better strategy would be to pass on giving any rating (They are not required to post) and ASK the author for help.
Would it be possible to add the items without removing the existing items from the Rock? The existing items being a sniper rifle, ammo, a note and I think some caps, maybe more, maybe less.

I don't think a 1 is fair, because you didn't know. I personally wouldn't use this mod, but if it does what it advertises, it deserves a high score.
