This esp file does not work. After you select not to fast travel, it does not stay turned off. Maybe it's because I'm using Darnified UI. I just did like another poster suggested and changed the value in the map xml file to false. No need for this mod if using darn.
If you don't want to fast travel, then simply don't do it. I have always found ridiculous how some people need to act like a religious police towards themselves. If something is possible it doesn't mean that you must do it. It is your own free choice. No need to to enforce restriction on yourself, unless you have a slave mindset.
For example, I think that traders should not buy anything. Weapon traders, for example, should buy weapons cheap and sell expensive. They should not buy food, However, I have no intention to make mod to enforce that. I just voluntarily don't sell food to weapon traders. I don't care if other Fallout players do, it does not bother me.
If it doesn't bother you that others use it then why the rant about how ridiculous you think it is? Why do you feel the need to click on a mod you know you don't want just to tell people who do want it that you find it silly? If you don't want it then don't download it..no need to preach about it.
Low willpower. Plain and simple. Its why there is also no console mods so you can not cheat when things get hard. I want one that punishes me for using fast travel in some way. Looking around for a mod like it now. Hence why I came here. Good luck to all my fellow wastelanders.
Could I make a suggestion.. I don't know if its possible but no harm to ask: Could you make it so that fast travel (indoors/outdoors/whatever) it is only available during daytime and then totally disabled during nightime? I think it would make for an interesting mod!
I don't know if it's too late to ask for this since I see that that there is no activity on the "fast-travel" mods but it would be great if we had that variation too: all the comfort of fast travel with all the dangers of the wasteland in the dark!
The XML version is incompatible with DARN UI. Looking through the file it is not hard to do this change manually, however. Open up Data\\Menus\\Main\\map_menu.xml and search for "fast-travel". Change the value you find on that line from &true; to &false;
I am sorry to inform you all that I am retiring from the Fallout 3 community
there are various reasons for this; which I don't want to dig deeper into, let's just say that I will never be able to mod this into the game I want it to be
thanks for all the support, suggestions and praise
releasing mods to the Fallout 3 community and the feedback, etc. I've been given has truly been a highlight in my life
anyone is welcome to further modify my mods, as long as I'm given credits (just put my name somewhere)
I still have all the original files, etc. so just P.M. me here or on Bethesda's official forums, if needed

Also endorsing this mod.

I said that because, if you don't want to fast travel, just set the marker and walk!
there's no need to disable it!
