I know this mod is more than a decade old by now, but I don't think that the jacket should give a karma loss. It doesn't make sense, as wastelanders don't know jack about the Tunnel Snakes, and therefore would not know of their status as a 'gang', not to mention that the Snakes are hardly a real gang at all.
I think of it as the vault suit is under it, and the jacket gives +3 melee and -2 speech cause your in a gang and people wouldn't especially want to talk to you.
I suppose its a good tweak though.

Here is the rationale behind this tweak though.
Speech isn't a reason for people not to talk to you. Speech rather is the ability to convince others of your position and I don't see how being in a gang would negatively affect that. If you listen to any leader of any gang throughout the world they tend to be able to string two sentences together quite well.
I'm basing the jacket on giving +5 melee as the effects are usually given as +2 or +5 (or derivatives of 5 thereafter). I haven't come across a +3 yet.
I like what you say about people not wanting to talk to you. My guess is Good people wouldn't want to talk to you. Once I figure out how to have this item effect your Karma negatively I'll add it in.

I have added a negative Karma effect to the jacket along with the melee and speech bonuses.
The negative effect is there as people now perceive you in a negative way i.e. part of a gang.
This effect will disappear when you remove the jacket.
