I like that you didn't go crazy with this mod adding seventeen rooms and a jacuzzi - though that might be fun...
My actual point is, I think you should really have a quest to get this place. How about Mr. Lopez? Say you choose to 'help' him out on the upper deck, afterwards Harkness gives you a key to the apartment saying the previous owner didn't need it anymore. Or perhaps Harkness gives it to you for completing the Replicated Man quest, as an added bonus alongside his weapon.
I don't use the GECK myself, so I don't know how difficult any of this will be, but I hope you have a go.
I thought the mod was pretty good. I liked most of it but I thought it was a little bit too vault-like. I liked the touch where you added the revelation 21-6 above the bed I thought that was cool. All in all I give it a rating of 7/10 pretty good but not perfect.
Finally found it, next time a screen shot of the entrance or a slightly better description might be nice. Ran around the flight decks of Rivet city for half an hour before I stumbled on it by accident.
Awesome work on the mod though, looks great, fits in well.

Nicly done, it was just hard to find.
I think it needs a littel qwest to get rather than just geting it but nothing big
how about you find the old owners corpes get the key and then you get the house or something like that
