    For anyone still looking at these comments who can't get the audio to work: This is what I did.

    After struggling for numerous hours, messings with codecs and filters and all that junk...I was able to get it to work with a (somewhat) simple fix.

    Now, as bit of information to some of you (and a recap for others), Fallout 3 has some...difficulty trying to deal with .mp3 files. The default for Fallout 3 to play with is .wav, not .mp3.

    A simply way to fix all of the stuttering (perhaps even getting your songs to play in the first place) is to edit the VTAP plugin file (the .esp file). OMG COMPLICATED. Not so much...though it will look like it.

    First, you need to download a Hex Editor. I use Hex Workshop. Download it, install it, and open the VTAP .esp file you want with it. Press the "edit" tab, go down and click "replace". Change the "Type:" from Hex Value to Text String. In the first text box, type mp3, and in the second, type wav. Click "replace". It SHOULD replace all the instances of mp3 with wav, making Fallout 3 look for wav files instead of mp3's. If it doesn't work for some reason, try the replace again, except this time change "up" or "down" to whatever the opposite is. If that fails, then idk.

    Now you should be able to continue the installation of this mod. EXCEPT: You MUST convert your mp3's into wav files before putting them into the VTAP folder. Make sure you follow the installation instructions fully for VTAP, and replace the .esp in the Data folder if you already put one in there.

    And that's it! It got mine to work (though the decibel normalization made them slighty too soft).

      I needed to rename the "VTAP" folder into "vtap" (NO Cpt. Capslock)

      Don´t know if this is a Win10 Feature/Bug ;-) , but I solved the Problem this way.

      Think you can also use the Hexeditor to change the Path, cause I detected the difference there.*

      Well your method worked for me but the songs are repeating twice. How do I fix the repeating problem? I'm too close to making this mod work properly.

      look in your song list file, if it shows mono, remove the monos and do it like this. https://imgur.com/a/hB0ZmdI

    I GOT IT TO WORK. This may help you if you had these problems too:

    *Radio  VTAP showing the playing animation but remaining silent.
    *VTAP playing one or two songs successfully but going silent after that.

    To fix it, I converted my mp3 files (without changing the mp3 extension) TO MONO, that's all, most songs come in stereo and that's unstable for the mod, just change them to mono, some converters have the option as "channels", set 1 instead of 2 to convert it to mono. So I placed my 25 songs (all were in 128 kbps already) for the VTAP25.esp, no need to have the duplicate songs as the text file says. And that's it. You can use mp3 gain to set the recommended decibels to your songs.

    Seems to work perfectly fine for me. The stuttering issue many people are having is the (age old) Fallout 3 radio stutter. The best solution (without resorting to wav files) is to install the Madfilter codec. It's not perfect but until some programming wizard comes along and finally slays this stutter dragon it's the best we've got.

      Remember already tried that, it was persistent. Then i press esc multiple times like i'm unscrambling a radio and it's kinda works.
      Weird because the music is unaffected, but radio, which have ambient noise, is affected.

    Welp, time to re-encode some of my OPUS tracks to 192kbps mp3s... And then seperate 96kbps mono versions (why?) Why does this have to be such a PITA?

    Great, so I spent almost an hour waiting for these to convert, and I made sure all tracks had the correct naming system, only to find out the mod is garbage and just gives me static. Thanks for wasting my time. (Yes, I tried changing the folder case as someone suggested in an older comment, that does f**k all)

    Oh great, just to add salt to my wound you made it so that just having the radio station active gives me the framerate of a rat's anus? I don't know what more I should have expected.

    Thanks for the awesome mod!

    I was a little worried about getting this to work as the instructions seemed pretty involved, however it wasn't that complicated.

    All you need to set this up is Audacity and maybe MultiXwm if you plan to steal songs from fallout 4 and other mods that use the XMW extension.

    A cool trick I just learned when converting many files was to select a bunch of files and drop them on the Audacity shortcut, this will open all the files in separate windows. There is probably a way to do batch conversion but I have no clue about it.

    You don't actually need to change the bitrate on the mono tracks, both stereo and mono tracks are 192kbps and they play perfectly with no stuttering at all. But I made all tracks 44100hz as per the instructions.

    The hardest part of this whole process was locating the Lame_enc.dll that Audacity needs for file conversion. All links I could find took me to source code versions which don't include the file And/or are not compatible with Audacity 2.30. After an hour of searching the web I finally found the right file located here: (I put dashes in link because I don't know if the forum likes links)

    That said there is a slight issue with song randomization. I'm currently using a 50 song configuration and just witnessed a song playing twice in a row. I had good variation for a while with about 15 songs playing until I heard a song repeat. I know all songs are working right since I keep hearing new one's even after a repeat. Seems the song list randomization is not quite perfect. Still a really good mod.

    Well, i'm having a nightmare trying to make it work.
     
    Just downloaded the mod, choose the 25 version and, at first, filled the song folder with 5-second silence tracks.

    After that i begin to put in place some rock songs, but after completing the tracks, going into the game and trying to listen the radio i only hear silence.

    I've used ffmpeg to convert the tracks to VTAP-desired format (incl. mono version) and after passed all files through mp3-gain (just like VTAP readme says).

    The command i used to convert ffmpeg tracks was:

    For stereo:

    ffmpeg -i input.xxx -y -codec:a libmp3lame -ac 2 -ar 44100 -ab 192k TrackXX.mp3

    And for mono versions:

    ffmpeg -i input.xxx -y -codec:a libmp3lame -ac 1 -ar 44100 -ab 96k TrackXX_mono.mp3

    Is this the correct setting? If anybody can help me thanks a lot!

    I got the mod to work on the first try, I just have one problem with it. Every time I enter dialogue with someone, the music cuts out completely. Is this intentional, or did I do something wrong?
