I think it should be in upgraded to about 5hp a minute and 3 rad every 2 minutes, but you should make it to only appear on scavangers at random as to make it a little difficult to acquire. Or possibly cause it to spawn on a certain enemy.
Honestly, this is somewhat useless due to the really low regen rate. This is pretty much like Solar Powered, minus the radiation. You should increase the health regen rate to about 5hp per 2 min and 3 rads per 1.5 min, or something along those lines.

Nice idea but not really worth it. Even in "turbo" mode to gain 1HP of health will take about 2 min. It should be able to regenerate a lot faster than that IMO
