I had this problem, too. the problem is that the requirement is set to if you have an endurance of 6, and ONLY 6. No more, no less. It's probably a leftover from the first file.
While unlocking the extra levels is cool, 10 Endurance is a bit much and imho kind of defeats the purpose of the perk since with such a high END you already have tons of HP. Maybe a second version without the higher requirements would be a good idea?
