Only when you wear it. And seeing that your character is the thing you see the most of, the lack of a collar and the head just sticking out of a plate of metal is quite noticeable.
Out of curiosity, are there any instances of unhelmed Enclave troopers in-game? Or is this something you would only notice if you were wearing the Enclave Power Armor?

It seems that the link to the Power Armor Improved mod in your description leads back to your mod. The url included in the Readme is correct, however.
