I think this is good concept you've got going here. Since there seems to be mixed opinions on the types of materials used I would have to propose multiple versions of this mod.
Heh, some people saying more expensive, others saying less. It's always good to see such active input in gaming and modding forums, even if the advice is contradicting and probably frustrates the creator to no end ">.

I would agree, it seems WAAAAY too easy to make a nuke as it is. It should be a bit of a chore to collect enough materials to make a weapon of that destructive power. I also like the concept though.

seems excessive, though i do like the base material requirements
So this mod in it's current form seems useless.
I personally vote for cheaper, maybe something like:
x1 Pressure Cooker
x1 Sensor Module
x3 Fission Batteries
x4 Frag Grenades/Mines
x1 Plasma (or Pulse) Grenade/Mine
That way it's still costly, but not to the tune of x2 pulse and plasma.
