I see quite a few people with the console command problem here (I had it and it's annoying people telling you it's there but you can't see it when it isn't at all)
I tried everything and couldn't get it working but this worked.
"It's a bug that has to do with keyboards, controllers, remotes etc that might be installed on your machine.
First remove all joysticks/remotes/controllers from your PC.
Go to you device manager. One way to do this is: Control Panel ->Administrative Tools -> computer Management -> Device Manager
Open the "Human interface devices" section. Now look for anything along the lines of "infrared tranceiver" Disable or delete it. If that doesn't work, disable/delete something like "CIR Reveive".
If this doesn't work expand the "Keyboards" section. Here disable extra keyboard hardware that is listed, but make sure you don't remove your laptop keyboard which is usually called something like "HID Keyboard". Just do it by trial and error."

I'm not too great with these things so do so at your own risk, worked fine for me though and i'm a poo at these things.
Actually it has to do with a compatability issue with many mods. There is a program or mod, if you will, that fixes it. Not sure what it's called. I'll check the modding series I saw it on and update this with the name later.
Not sure if anyone's ever mentioned it, but this mod has a glitch that puts the 20k caps in all sorts of random lockers all over the wasteland. That's fine by me!
1. Nice little mod, as others have said it makes all lockers in the game have the same amount of caps.
2.I have gone through a lot of the moans on this topic and viewed all the profiles of the moaners, and to amazement 99.2% of you moaning aint even made a mod or uploaded one to the site. So give it a rest, go and make a mod of you're own, upload it so we can all sit and put moaning comments about you're mod.
3. Next time m8 give the locker a new ID before doing anything else to it.

there are also some side effects every time I open a locker i receive always 20000 caps so good job
