Place Both Files (NOT THIS README) in your data folder

C:\Program Files\Bethesda Softworks\Fallout 3\Data

The New Outfits/Armor will appear on Regulator Encounters (Evil Characters)...Good characters can find better gear inside Regulator HQ...Neutral characters and everyone else can also find some of the gear on dead regulators around the waste and in two boxes right outside Regulator HQ

This Mod should be compatable with most other mods, but I have provided plugins for Marts and FWE in the optional files section for people who use either one of those mods
