I know this will sound dumb to you guys, but anyway I gotta ask ">
how do you add a mod? I figured you have to replace the original file with the modded one, but I cant find a Barkskin.esp in my F3 folder to replace with a new one.
Just place it in the Fallout 3\Data folder, then you can add it with the Launcher (click Data Files and set Barkskin.esp as active)

You maybe have to load an old save or start a new game to get the new values. If you already got the perk I cannot guarantee that the mod works. I tested it with a save right in front of Harold's Heart.
Also consider, you can't have an Endurance of more than 10.
/Edit: If you don't want to restart game, you can also cheat to get the Endurance point. Type into console: player.setav endurance # Where # stands for the new value.

Because of the lacking endurance bonus I created the mod in the first place
Also, the 5 damage resistance already are 10 with this mod
Don't know why they nerved the perk in the final game, other perks are pretty good too (Ant Sight/Might, Combat Reflexes, ...).
although i absolutely disagree with the endurance plus
maybe 10 percent damage resistance instead
