There are no external New Vegas mod requirements for any of these mods(so far). Just download and install as you would any fo3 mod.

Doesn't require an ESP or ESM.

This will overwrite Sigma 3rd Person Animations

These animations are not compatible with the FO3 GECK. Uninstall if you are going to be in the animations preview tab. 
In game, without NVAC installed, there is no issues at all.

3. NPCs Snore

Npcs snore while sleeping. There's different sounds for males and females.

Modders info.
If modders want to see an example of how to get array functionality out of Command Extenders' "auxvars" , and create while loops out of "Goto" and "Label", you could check this fairly small script out for a simple enough example. There's very few examples of these techniques in FO3 modding, if any. The esp is open source, so you could easily modify it to do all sorts of stuff like this.

  • Actors in your area are scanned
  • Any sleeping humans who are alive check if we're playing a snoring sound
  • The sound is attenuated so it plays loud up close and quieter further away
  • It does play for each actor, but most of the time only 2-3 max NPCs sleep
  • This mod also showcases Wakey Wakey so I could show you that the sound stops playing on wakeup Ported this already. See below. - Drarack

  • There's 16 total snoring sounds, which play at random

4. True Open World DC

Brief Overview
This mod will modify the main quest content so you no longer are a vault boy/girl looking for their dad and can access significant areas and events through alternate means. It makes Fallout 3 a different, and imho, a better and more open game.
The GECK, FEV, Main Quest Locations, Broken Steel locations, and vanilla quests all still make a difference in some way.

Included in the download is a text file with information on how to access the modified main quest content. Some may prefer to just explore the game in it's new state and discover things as they go.

It's a great mod. My favourite from TTW.


Conversion Info

This was a big one to convert. This conversion is the full version of the NV mod with all it's changes and extra content.
All tested and works as expected.

OVERVIEW:
In my personal opinion, the main quest of Fallout 3 is poorly written, a chore to play through, and severely limits your ability to role play. Thankfully the structure of the game is fairly open and mostly allows you to play without engaging with the main quest. However many of the locations locked behind the quest progression are quite cool, and it's a shame that they're more or less inaccessible without slogging through it. That's where this mod comes in.


No More Main Quest
This mod disables the main quest entirely, which massively changes the flow of the game to be a more freeform experience. With that comes added benefits like the main quest NPC's such as Doctor Li or Elder Lyons being made unessential, and a much greater potential for role-playing as you're no longer shoehorned into being a young Vault dweller searching for your pre-defined father. To further facilitate this, a simple alternate start is provided which will allow you to build your character, select from a few starting locations, and give you some basic starting gear (Do note that this only applies if you choose to start in DC, if you decide to start in the Mojave then the NV intro will play as usual, but otherwise this mod will function the same).


Alternate Routes
So how are places like The Citadel or Adams AFB handled in a scenario where there's nothing to guide you to them? The answer is that every single locked location, even the minor ones like Taft Tunnels or Olney Powerworks, are now fully accessible with no progression required. I've also slightly modified the design of some places for the sake of consistency. The method of accessing them is varied, from simple lockpicking/hacking to collecting access codes. I prefer to leave things for you to discover by playing but if you want to know exactly what this mod changes, documentation is included in the folder explaining all of it.


COMPATIBILITY:
Anything which is intertwined with the normal main quest such as Rebuild the Capital or Quick Start Mods are incompatible with this mod. Generally however most things should work without issue.


5. FO3 Mixed Locomotion

Description
A mix of many NV locomotion mods that seem to work well. Results may vary from load order to load order.

Similar effect to the weapon aiming, weapon motion, walking, jumping animations in this video, but not exactly, and not the reload animations. Still, a big improvement over base game. 

 


6. Bittercup Companion - Redux (Fully Voiced)

This is a redux of an older Bittercup Companion mod. It improves it greatly by adding a lot of new voice lines and game progression reactions even as far as Broken Steel content. It uses ElevenLabs for the voice. From what I played, I couldn't tell the difference from the base game. Sounds just like her.

In the base game, she's a very underdeveloped character with little to extract personality-wise. The mod author took her personality in an unexpected but fitting direction. It's an all round high quality follower mod. At one point, she can even have an affect on a quest's progression. 

Works well with Companion Wheel (FOSE) and makes use of all it's features.

Description from the mod page
A complete rewrite of the famous Fallout 3 Bittercup Companion mod meant to bring Bittercup into fully voiced, perfect feature parity with vanilla companions without a bug in sight.
I kept things as close to the cuff as possible, but I'll mention improvements and stuff.

  • Full companion wheel (and by extension, JIP CCC) compatibility.
  • Acts exactly to the letter like any other companion now. Ignores crimes, friendly hits, follow distance, perk, dialogue options, sequence and conditions etc,. This includes dismissal spots in the Mojave (Goodsprings saloon and Lucky 38). She still has the custom homing functionality too.
  • Fully voiced, with a large extent of the voice work being from ElevenLabs. I also toned down her tendency to complain at random. She'll still do it, but less and she won't be ungrateful about your home and stuff. She also won't comment on your stealing, tripping over stuff, and etc,. Big Town comments are only said in Big Town. Again, she should function just like a vanilla companion.
  • Extensive cleanup. Only has what we need to function so conflict resolution should be minimal if not unneeded.


7. Wakey Wakey - Guns Wake NPCs

Description 
If you fire a weapon near sleeping npcs, they will wake up. If they are indoors they will wake for sure, if they are outdoors, they will wake within a certain range.

This is more of a remake than a port. The engine really didn't want me to do this one.

FO3 version is more or less the same as the NV version but there's some small differences and added options
  • Configure the exterior distance at which npcs will wake. Default is 30 metres
  • Disable/enable it's use in exteriors
  • Disable/enable base game and dlc silenced weapons from waking them
  • Silenced rifles will wake interior npcs because they are quite loud.
  • There is a cool off period after waking them, that when they lie down again, won't jump up startled. This made sense to me. Configurable.
  • If the npcs you wake are npcs  like raiders who would usually attack the player, they wont go back to sleep and will fight.
  • The script is optimised to run only when needed rather than every time the gun is fired therefore it doesn't have any affect on performance. Probably wouldn't anyway tbh
  • It interacts with the "NPCs Snore" mod and will disable the snore sounds when they jump up. If you want this feature, you will have to update to the latest version of "NPCs Snore"

Description from the mod page
NV Page

Simply adds a Depth of Field (DoF) effect when reloading weapon in first or third person. This also includes the weapon jamming animation.

Effect is created by 3 IMOD (ImageSpace Modifiers) that fade blur in, blur, and fade the blur out. 
Will intentionally ignore VATS, launchers and anything that only has 1 bullet in each mag (as this would be very annoying). 


FO3 Difference
The FO3 version applies the effect to all reloading. I could add the option to ignore 1 round weapons like rocket launchers, though I think it's good with those weapons and actually not annoying at all.

next update will add that feature and probably some new ones.

Kill Flash!
A simple and stylish kill flash effect inspired by titles such as Red Dead Redemption. When you land a killing blow, the screen flashes briefly, utilising an IMOD already present in the base game. 


FO3 Differences
I added some stuff and optimised it a hell of a lot. Code runs the bare minimum amount of times necessary for the mod to work. So no performance impact.

Not sure about the NV version, but this one will detect melee kills, grenades, and mines too. An if an actor is killed by a mine you planted, and you're not even looking in that direction, the flash will occur indicating the actor was killed.

FO3 Added Options:
Flash Colour Tint 
- Default White, Green, or Red

Flash Delay
- Add a small delay before the flash happens. 0 - 10 ms. (Default: 0ms)

VATS
- Enable/Disable flash during VATS. (Default: Disabled)

Scoped Weapons ONLY
- For if you just want the flash while using scoped weapons. (Default: Disabled)

Scoped Weapons & Non-Automatic Rifles ONLY
- For if you just want it to happen while using scoped and non-auto rifle type weapons. (Default: Disabled ) 

NPC Distance
- Minimum distance player must be from the npc/creature for the flash to happen. (Default: 0)

Only ON HEADS EXPLODE  
- Optional mechanic. Flash limited to deaths where a head is blasted off.  (Default: Disabled)

This is best way in my opinion. You get an XP incentive for spending ammo trying to blow their heads off, and the flash is therefore less frequent but more meaningful.

   - Available if you use the optional heads explode mechanic

    - Available if you use the heads exploding reward option.
