Same suggestion as for other mods. Right thinking direction but questionable implementation.
What is negative radiation resistance? Character soaks radiation from thin air??? You are dissatisfied with Rad-X potency - decrease it!
The point of RPG is not whether player can max out rad resistance or not but in whether it is economical or not. If you end game carrying 1000 Rad-Away with you because there are too cheap comparing to radiation absorbed, this is unbalance. The normal way to balance it would be to make rad resistance or rad removal more gameplay expensive (rare, costlier, less effective, etc.) as well as increasing consumed radiation from all sources. Piece of cake. No need for weird negative values.
This is not an immersive mod nor a "perfect solution" mod.
Most of my mods are basically small tweaks, not extensive overhauls. This makes them compatible with almost every other mod.
I have another mod FO3 GOTY CHEMS WEIGHTS which not only adds weight to RadX and Radaway, but also has an optional file to nerf their values (RadX from 30 to 11, and Radaway from 50 to 30) which I personally use in combination with this mod.
Furthermore, not all my mods are made for RPG purposes: some are just gameplay balances or just out of personal taste.
I would say this one would be more out of personal taste, and I really don't mind the negative radiation stat, even if it doesn't make much sense.
I could try to justify, in a lore friendly way, since you grew up in vault, and had never been exposed to radiation: that you would be more susceptible to radiation compared to surface dwellers. But again this is a personal tweak that I made and I use it in my game, and that would be my main justification.
