If you add automatic weapons to residents before reviving Timebomb, he won't get one. I didn't go back and look at why, but I'd guess it's due to whatever state he's kept in until you pass the skill check and revive him.
After he's up re-adding auto weapons to residents will give him one, but everyone else in town will get a new weapon too. So you know, tiny bloat factor there. Not that the handful of Big Town folks having two weapons, and ammo supplies for said weapons, is going to break your game or anything. I wouldn't suggest hitting the add auto weapons choice over and over though, :)
Edit: Started a new game and he got the weapons before I got him up this time... Don't know how such simple code could hit or miss like that, but I'm going to try not to obssess over it.
I was just going to put some guards in. But... I was testing, and I stole Red's outfit; she's strolling around town naked. Then that buggy Protectron came flying over my head and crashed into the building behind me. I was like o.k. I guess I'll do a couple more things for my personal QOL.
