Well, you need to look in FO3Edit to find what conflict it can be. So far, after my "cleaning", this mod doesn't alter or change any vanilla NPC or configuration, besides moving raiders near "Overlook Drive-In" and few AI packages, so my best guess is some of your mods in load-out can use the same locations as this mod. Either you need to look for yourself or at least copy your list of mods here, so I can try to help.
I'm getting the same issue. I went through and manually turned off all my mods along with every plug in except operation anchorage. Even with only Operation Anchorage and this checked to load it still crashes immediately. Not entirely sure how to go about fixing this.
Edit: Running this through FO3edit I get Oko l v1.2 Final.Esp 504B7B92 and Dialog Topic 000000C8 GREETING having marked as red. Checking for errors in Dialog Topic I get nothing. But when I check for errors in Oko esp itself I get the following:

Hi again! If you already unlocked "basement section", it's a sprawling maze and first you need to find *doctor's key" and some logs. It's somewhere on the right side of hallways. It's a complicated section, maybe later I will upload video walkthrough here.
I've escaped from the satellite station and met the rescue team, but the mission hasn't refreshed. I can't get to the outpost or the satellite station now.

As far as I know, for now JanitorDave deleted original Washington's Malevolence to "rewrite" story and dialogues. And also banned me from writing in his comment sections under his mods. So, can't help you with that 🤣
Hi! My personal favourite is The Assassin, just because I like this "bounty hunt/contract killer" style of quests. It has big story, but also variety in gameplay which is primary criteria for me. Heads Of Iron is also essential because it has, maybe not very long, but 2 different campaigns with outcomes (which is a rare occasion in mod quest projects). But all other mods are also decent. I haven't done and won't do translation for mod which I don't consider worthy for foreign players.
Thanks for the reply. So I'm actually going to start playing all the mods you fixed and translated. I'm not a foreign gamer in a certain sense, I'm a Slav (Slovak), I really like Slavic culture and Slavic style of storytelling, so I'm sure I'll like these stories too. I wish you success in life and many more mods for the future.
Of course I will come back here and write my opinion about the mods from your series. Today I will start The Assassin. At least you will see how these mods work in my modded FO3.
