So I always preferred the Fallout 3 DR system over the NV DT system for most of the game except for power armor...
When it first launched I hated FONV... it was constantly crashing, and on my first play through I decided to be evil, and help the powder gangers... an NCR ranger took 3 mag dumps to the head from the 9mm submachine gun and continued to live... Totally stupid... NV has some bad damage sponges compared to most of FO3...
But eventually I came around to liking FONV and ultimately came to the conclusion that the DT system was better for power armor and the DR system was better for every other armor..
I have done a bunch of combat overhauls to make things in FO3 even less bullet spongy. Kill or be killed action head shots matter... no stupid tankyenemies... AND IT WORKED! But I need to buff some tougher enemies... I already took care of Super mutants, radscorpions, reaver gouls, and death claws... but not power armor

And I like how it handles weight stats... but it's not keeping up with the extra damage I modded in.... A BOS knight got killed by a grenade in the Arlington Library
I have been looking over your DT mod and this classic power armor stats mod and it looks promising, but the one Issue I have is that it would apply to all armor not just power armor.
Any chance of getting a stand alone mod that only covers power armor having high FONV DT and all other Armour having proper FO3 DR.
To give you an Idea what I'm dealing with... these are the mods Power Armor needs to be good against.

I love the way my current mod handles power armor weight... it keeps the strength boost the same but adds 50+ carry weight (when equipped to the T-45)...
Any chance of an all in one mod to buff power armor on the DT system that would keep up with the damage stats of the mods I listed... or any advice on making it myself if you don't want to?
Currently cannot disable non-PA damage threshold. but you can adjust non-PA DT value with global variable. Use command "set PFNonPADTPercent to 1" to give minimal DT to non-PA armor.(do not set value to 0) Also you can adjust Power armor DT value with "set PFPADTPercent to <(int)value>"
You know it might not matter my damage is 6X and enemies damage is 4X... I should just try you mod next play through and see how stuff holds up... im about 1/4 through a compleationist run.
