Start Me Up from Fallout 4 splices Bethesda dialogues and reuses them, so i don't think it's illegal. Today people would just cook up an AI voice generator, but i wouldn't. Some wouldn't too.
Hey, I played through the main quest and Broken Steel with this and I really enjoyed it. I still felt like I could be a part of the main quest without it feeling forced and there was no rush on getting to it. While I didn't play through every aspect where Daddy Neeson would be referenced by the player or an NPC, I felt like I saw the good majority of it.
You said to let you know about any lines of dialogue that you missed in editing out? I did find a few.
- Daddy Neeson's dialogue referencing you, although indirectly, as his child in combat is still there. He yells things like, "I'll kill you before I let anyone harm my child!" which while doesn't necessarily specify the player, I feel like it'd be an odd thing for him to shout with his child not actually being present. - Whilst walking with each other from Rivet City to Project Purity, he said to me in idle dialogue, "Father and son: together again. Like it was meant to be." - After he died and I was talking to Elder Lyons in the Citadel, I asked Lyons about the Enclave. At the end, he said something like, "I fear your father's work is just the beginning." - When talking to Star Paladin Cross for the first time just before recruiting her, one of my dialogue options after she mentions that she knew James (the silent dialogue referring to him by his name), I can say to her, "You knew my father?" - Whilst sneaking through Raven Rock, Autumn overrides Eden's order to his solders and tells them, "The visitor from Vault 101 is to be shot on sight."
This one isn't a quote or reference to James as the player's father, but I found that after Doctor Li hires you to find James, she offers to pay you with caps and medical supplies. I found that when I got James back to Rivet City, she never did pay me either.
Besides those small bits and pieces, I felt the dialogue with all the NPCs was pretty flawless and you did a thorough job of editing out dialogue which references you as his child. Granted, there are some quests that I haven't done this playthrough, so there could be more that I've missed, but I couldn't say. I felt like, for the most part, I was someone other than 'the kid from Vault 101 and James' child'.

I love the idea of this, but is there any way at all to use it with GNR enhanced? I'm kind of new to modding, how bad will things s#*! the bed if I just use them together anyways?
It's fine to reuse voice files and include them in your mod, in fact it's how a lot of companion mods are voiced.
The easiest tool to use for editing is probably Audacity, which is free. You simply unpack the original file and load it in, then edit and export as a .voc or .wav file.
.wav files can be used to generate new lip-synch files using the Geck, by opening the appropriate quest and dialogue topic. The function is a bit broken and awkward, but can be made to work after some tweaking.
It is my understanding that re-uploading base game assets is a violation of copyright and against Nexus rules. If you’re able to point me to somewhere stating this is not the case, I would be willing to look into a mod reusing voice assets.
You would be uploading altered versions of the assets, not the original assets. It's no different than uploading an edited model or upscaled texture. If that was a problem, most of the mods on the Nexus wouldn't exist.
No, I would not be altering the assets. Also, after review of Nexus policy, I firmly believe uploading assets of copyrighted games or direct derivates thereof clearly violates both nexus and copyright law:
