Slightly increased damage should not cut it, 30-06 is a big ass caliber. I think a high damage and subcequentionally a low durabily should be a good balance. Also, this will make supermutants deadly from the get go and not be just a nuisance for your bullet spundgy character.
I agree with the slightly increased damage because of difficulty consideration. There's a shitload of enemies with this type of weapon. From raiders to SM, and they are everywhere. if you increase it as much as a 30-06 caliber deserve, you turn the game into a death march. Out of V101? One big ass concentration right on the north. Behind megaton? There's a random encounter there and it could appear a few slavers with this gun and you are dead meat~ Super Duper mart there's a bunch. The Farragut West section there's a bunch of raiders shooting on the riverside. You should get cold chill when you think of walking outside.
Just think of the not-full damage as something come from the tattered hunting rifles you see ingame~
Also 308 is extremely hard to find at the beginning of the game, so unless that is tweaked I think the Hunting rifle might just be impossible to use early and outclassed by the Sniper rifle late game
It's not that hard, considering the number of hostile with this weapon in their leveled list. I am thinking it's enough to loot, use, wait, loot, use etc...
Raiders are numerous and more easy to kill/loot than super mutants, after all

EDIT: I am not using F3 at the moment (just abandoned it and return to FNV TTW recently) so I cant test this with muties right now~
