This adds a npc to Springvale Elementary School who has run into a bit of bad luck. After helping him deal with some raiders, he will become a merchant in Megaton as well as offer you a nice reward for your efforts. He also offers caps for misc items (similar to scrap metal and blood packs from other npcs)
