You want quality textures? Kuzja80 makes some of the best around, his up-scaling method turns old low-res stuff into crisp 4k textures up to modern standards. This mod is a small sampler of his work covering all armour and clothing in FO3 and TTW.
There are not many Fallout 3 mods that retexture all outfits, CaBal120 and others have great textures on the Nexus but this mod does everything. Either use just this for a remastered vanilla look, or as a base to add your favourite armour retextures to. Every item of clothing and armour is included from the base game and all DLC's, even the Pip-Boy. Most textures are 2k and some smaller items are 1k. All I have done here is go through all the textures and change a few to dxt1 from dxt5 where that format was not necessary, and I included my fixed Male ranger combat armour which is based on a 2k texture.
TTW Version
Having just switched to tale of two wastelands my first priority was to sort out all the outfits again, so before I add all my own personal favourite textures I uploaded them for you. I quickly learned TTW does not like loose textures so you have every single outfit from FO3 and NV in two bsa's, quick and clean install plus performance should be pretty much unchanged.
Install
They are big files but installation is as simple as it gets, Wrye Bash is what I would recommend to use along with the essential fix mods. If using TTW I would use Vortex and try to minimise conflicts by merging your mods.
