The Vault 101 Canteen works exactly as it does in Fallout New Vegas. It restores 15HP and if you have the Hardcore Mode version or the Vicious Wastes version, it lowers Dehydration by 25, just like it does in Fallout New Vegas. You can find it with the rest of your stuff on your desk in Vault 101 at the beginning.
