These mods are incredible, and I don't want to disable them since they add so many nice touches to the wasteland, so I want to post this in case anyone else runs into the same issue. I'll be on the lookout for anything else, and I'll report back if I find any more egregious problems.
Looking in FO3edit, Tel doesn't carry Broken Steel changes, so presumably ignores (or rather, overwrites) the clean water effect.
It may be possible to add Broken Steel as a master, and carry forward it's changes, but frankly, as it'd realistically take many years to actually fully clean the basin (seeing as it's not protected from the sea, nor the weather or land drainage), just accept it's going to take time to become clean because of all the extra crap there is in the sea now for you to explore...
probably some mod conflict but when i downloaded this it messed up all my water making it completely transparent near enough invisible fixing it only happened when i disabled the mod
finally!! Testing this one out rightaway. What we need is some new monsters and critters that lurks underwater. Hopefully someone would pickup the MMM and update it with underwater monsters. ^-^
sounds great.especially since it doesnt seem to be only a small area. now i'm wondering... have youadded any loot we can find there? otherwise it kinda seems pointless just looking at blurred rocks in water. nvm sounds very promising.
As it says in the mod page "That would be too easy now wouldnt it" if i tell you then their is no surprise their is loot and many things i took inspiration from Fallout 4 lets just say.

The area around Jefferson Memorial is missing a lot of its ground.
This Landscape entry is the source of the problem.
Removing it makes everything work as intended (I think).
