Howdy! So I've been trying to do the same thing for Fallout New Vegas, but for some reason messages appear in reverse order. I mean RadioHello is the last one and RNVMusicIntroGeneric is the first one. Is there something I'm missing here?
Nevermind, everything's fine. Got a problem with messages' time though. I took it from audio files but it didn't help and messages aren't synchronized with dialogue lines

Until TTW 3.2, it was possible to use that method. However, since 3.3, I get a warning that it is not converted. However, I can use this mod without any problem.
Specifically, does your conversion work in TTW? - Aka subtittles on whenever radio talk (not sing). - And does the songs still playing normally after a long time using that conversion?
You better open the esp file and study what and how it is.
The point is: 1. Create messages which contain radio dialogue. These messages are to act as subtitles. You need to choose how long the subtitles displayed to match sync properly. 2. Attach messages displaying radio dialogues to radio dialogues using 'showmessage' script on each radio dialogues. 3. 'Run immediately' box must not be checked at all substantial radio dialogue which has voice dialogue and music. 4. All substantial radio dialogue needs to be relayed with what I call 'Interim-relay-dialogue', which contains the scripts the former substantial radio dialogue it relays has. 'Run immediately' box must be checked at all Interim-relay-dialogue whereas All substantial radio dialogue must not. 5. Make any 'Interim-relay-dialogue' you need. That is all.
This mod's problem is it seems to stop the music from playing in Agatha, GNR, and Enclave station. Even Wasteland Radio All Music All The Time mod which is GNR music-only, no 3Dog, still get affected by this mod.
I dont know if others have this same problem as me, or just happening to only me though.
PS: it still make a good case of radio program with Eden and 3Dog speaking, just no music. I add a different radio to get music.
I would call this version a Beta one, not 1.0
PPPPS: after a time most music in radios just stop playing. There's probabbly some codes changed unmentioned. Lacking music is VERY ANNOYING. And it baked into saves so no way to fix, I think. Unless doing a full restart~
I am a Japanese player. In Japan, both FO3 and NV were only displayed in volunteer Japanese. So for a long time, I couldn't hear what was being said on the radio at all.
Thanks to this, I can manage to read and understand the content if it's in English. Thank you very much.

How about convert this mod for Tale of Two Wasteland?
