A lighter, more compatible version of the 64hz stutter bug fix from FOSR. Fully Windows 10 compatible, including Fast Exit. No more fiddling with inis on windows 10!

-> This is a relatively simple in idea mod. A stripped down version of FOSR that focuses on two features that are often overlooked yet are the most crucial. The Tick Count bug and Fast Exit.
-> To describe, the tick count bug is a bug that creates micro stutter, incredibly noticeable micro stutter. It's more likely to occur on better hardware as well.
-> The second is Fast Exit. This is incredibly useful for mod authors and users alike, no more taking 15 seconds to exit the game. Instant closure.
C:\> This mod is also Windows 10 Friendly!
-> It does not have the same issues as FOSR, as FOSR was broken by recent updates which broke the critical section handling that FOSR so heavily relies on.
-> This is the perfect mod for people won't don't want to tinker with FOSR but still want the micro stutter fixed.
INSTALLATION
-> Install with a mod manager, or manual install by dumping the ini file and dll file into your fose/plugins folder.
C:\> IT IS NECESSARY TO REMOVE FOSR IF YOU USE THIS MOD, OTHERWISE THEY WILL CLASH.
If you are using windows 7, stick with FOSR. It still has critical section handling which is a noticeable improvement.
This mod also includes a simple ini file to turn off Fast Exit and the Tick Count fix if you want to for some reason.
