I would suggest adding a proper set of installation instructions, such as if I would need both esp files if I possess the DLC, or if I only have to install 1 of the files depending on if I have the DLC or not.
It's been a while since I last played fallout 3, so I can't be sure, but my usual way of creating mods compatible with both base and DLC is to have the DLC be in its own file. Hopefully, I have created this mod in the usual style, I can't be sure of this until my next playthrough, as I don't keep the game, nor its associated tools installed.
EDIT 16/08/2020: I got around to checking it this morning, the DLC variant contains the contents of the Non-DLC esp as well as the DLC loading screens.
