I imagine that the mod only applies to the base game and DLC perks as the modder probably edited the perk's individual requirements manually, as opposed to creating a script that checks any perk and changes it automatically. In other words, no. You'd have to go into More Perks' files and change them. If you do, consider making it into a mod so others can use it, with the requirement of the user downloading More Perks so the original creator benefits.
