My first attempt at a mod, it lower the level requirement for Perks: level 4, 6 and 8 become level 2, lebel 10, 12, 14 and 16 become level 3, level 18, 20, 22 and 24 become level 4, level 26, 28 and 30 become level 5.
Alternate file lower max PC level to 5 (kinda for cheaters).
Only use one.
Inspired by a similar Mod from Fallout 4.
Might be incompatible with other mods modifying Perks.
