When "level up" icon appears in the right bottom corner I can click "L" and level up dialog pops up. However, after I close the dialog, "L" does not work anymore and I cannot invoke it again.

Same thing for me. Unable to re-open the levelup menu after closing it.

      UPDATE
Did some further testing. Uninstalled my UI mod (vanilla UI+), same thing L key still doesn't work to open the level up screen after the initial levelup selections.
Closed a levelup screen after picking my perk but leaving a few unspent skill points. Manually triggered another levelup using console, and the unspent points were still there. So the functionality to save unspent points seems to be working, just triggering the levelup screen again is not.

I currently use Revamped Leveling: https://www.nexusmods.com/fallout3/mods/19083

You might check out some of it's features for more ideas. It's getting kinda old, so a new mod that takes it further would be nice.

What kind of features would you have in mind?

I'm familiar with Revamped Leveling, the method it uses to open level menu is a terrible solution at best. It messes up your experience and there's no way to open the level up menu without using AdvLevel command. I wouldn't recommend using Revamped Leveling unless you don't care about minor experience gains/loses. As for Delay Level Up, I used a different approach using SetInCharGen command, so it's perfectly safe.

Well, that was kinda my point. Revamped Leveling let's you control all the associated parts of leveling, but has a horrible interface. Your mod looks like it could be much better in that respect, but all it does it delay the level up. There's no control over skill points, perks, or special points. You would need other mods to control those... mods like Revamped Leveling.

EDIT: Well the new version lets you change the perk rate with a console var. Now you need a good way to set that in game.

Excuse me! Terrible? At best? It's graceful and also was the only way. It handles experience just fine, considering any rate modifiers and effects, and additionally handles rounding inaccuracies. I tried to break it during the testing, but you end up with the exact same XP values as before. There are no events in the game framework and tracking in any mod raw experience value (that BTW, would make your mod less safe in compatibility department than mine ) as well as negative level changes is pointless anyway. RewardXP with negative values and applicability of SetLevel to player exist for a reason.

Also that “terrible solution at best” comes from someone whose mods are prone to accidental perk point losses and one requiring ”deselection rituals” just to work. Seems you are familiar yourself that there's no such thing as safe and clean solutions with Bethesda games.

You have two mods doing (on a UX level) something that Revamped Leveling already had in a more flexible and fine-tuned way, but if someone needs just what those do and nothing more it definitely could be less risky to stick to those: higher complexity comes with more opportunities for merciless Bethesda engine randomly breaking everything even if the code is sound.

Kinda interesting peculiarity with using SetInCharGen function I didn't notice back then, although it wouldn't be of any use to my intended purpose anyway

Thanks for your work. It seems like a nice mod but it didn't work for me. There's no "installation guide" etc in the description, so I assume all I need to do is install it via Mod Organizer and activate it. Is that correct? I don't know if it's conflicting or not with one of my mods available. It didn't work out on a save game and it didn't work it when I created a new game. IDK what to do. Either way, thank you.

Edit: I should add tho; skipping points and perks working out just fine but when I level up, it still pops up the menu and when closed I can't reach that menu with the designated "L" key.

Edit 2: I found the problem. I believe it's a conflict with Darnified UI. When I disabled DUI and it's font presets, there is no problem. But once DUI activated, no matter the loading order is, I can't use the "open the level-up menu with a designated key" function. It just pops up like vanilla settings. I'll dig xEdit some more and try to find a solution to this problem. I'm not experienced in that area tho. So I believe it's safe to say that, if you are not using DUI, this mod works out just fine and you can ignore my original post.
